James Bay was originally named for governor James Douglas, who built his home and lived there in the 1850s. Most of the flat part was Beckley Farm, once producer of vegetables for Victoria and now remembered in name almost solely as a pleasant retirement home.

Today James Bay includes the Parliament buildings and waterfront; everything south to Dallas Road, including Ogden Point, where cruise ships and the Royal Victoria ferry dock, and over to Beacon Hill Park; the James Bay Inn and 270 Government Street and Emily Carr's home at 207 Government Street; and the community center of James Bay on Menzies Street.
